Stage 4: Ka-Rakhayatan (Internal Deliberation)

This is the most frequently misunderstood stage. After building the integrity of self-identity (Stage 3), the journey continues to the process of deliberation. However, in the context of PANCASILA DASAR SALIRA, this process begins from within.

Etymologically, Mei Kartawinata breaks down KA-RAKHAYATAN into RAKH (Blood) and HAYAT (Life). The people (rakyat) are not objects to be ruled, but the "lifeblood" that forms the nation's veins. Without a sovereign people, the state is just an empty frame.

This sovereignty—like all other stages—begins with the individual (KURING NYARING / "The Awakened Self").

INTERNAL DELIBERATION: THE ESSENCE OF THE 4TH PRECEPT

The PDS understanding of the 4th Precept is radically different from common political interpretations. "Deliberation" (Musyawarah) in this context is **NOT** a formal meeting in a parliament building.

Instead, it is "an internal deliberation process within this enlightened consciousness to achieve inner consensus". This is the 'Inner Deliberation' (Musyawarah Batin) that occurs within the Salira (Self) of every individual who has passed through Stages 1, 2, and 3.

The Bull (Banteng) symbol is also reinterpreted esoterically. It is not the symbol of blind mass power. The Bull is the symbol of:
"Pikiran nu sae tur liar" (A good and "wild" mind).

"Wild" here means creative, strong, untamable by dogma, and relentlessly seeking solutions for the common good. This is the "Bull" within our psyche—the sovereign creative power of the Kuring (True Self)—conducting internal deliberation for the collective welfare.

True democracy, according to PDS, is not a political procedure. It is the fruit of individuals who are already sovereign over themselves (Kuring Nyaring), who then use their full inner creative power (the Bull) for the collective good.

THE EXTERNAL FRUIT: TRI TANGTU DI BUANA (Resi, Ratu, Rama)

After—and only after—individuals achieve 'inner consensus' through this internal 4th Precept, can a just collective (external) order manifest. This external order is a reflection of the internal balance.

Sundanese wisdom already has a formula for this sovereign collective order, called TRI TANGTU DI BUANA (The Three Certainties in the Realm). This is the **external manifestation** of a successful Internal Deliberation:

  1. RESI (Pillar of Wisdom / Judiciary):
    • The embodiment of "Pikiran nu Sae" (The Good Mind). They are the guardians of morals, cosmic law, and the nation's conscience. Their nature is NGAGURAT CAI (Scratching Water)—clear, just, flexible, and always returning to balance.
  2. RATU (Pillar of Government / Executive):
    • The embodiment of "Pikiran nu Liar" (The "Wild"/Strong Creative Mind). They are the executors of government and enforcers of law. Their nature is NGAGURAT BATU (Scratching Stone)—firm, certain, and creating solid legal certainty.
  3. RAMA (Pillar of Society / Representation of the People):
    • The embodiment of "Rakh-Hayat" (The Lifeblood). They are the people's representation, the economic engine, and the source of prosperity. Their nature is NGAGURAT LEMAH (Scratching Earth)—productive, functional, and life-giving.

Thus, Stage 4 is a journey from internal deliberation (Musyawarah Batin) which gives birth to a balanced external order (Tri Tangtu). This flow logically prepares us for Stage 5, where that internal balance reaches its peak.
