This is the pinnacle of the PANCASILA DASAR SALIRA spiritual journey. After the previous four stages have been lived, Justice is not an external order to be sought, but an internal condition that is manifested. It is the manifestation of a self-order that has become wholly aligned.
If the first four precepts are the process of "building the soul," then the fifth precept is the "awakened soul" itself. This is the condition of KERTA JAYA RAHAYU—a state of peace, superiority, and prosperity—born from an individual who is sovereign (Stage 1), lives in compassion (Stage 2), has integrity (Stage 3), and conducts wisdom-based inner deliberation (Stage 4).
The main principle is: "ADIL TEH HUKUMNA, SOSIAL HAKIMNA" (Justice is the law, social is the judge). In this internalized context, "social" refers to the "society" or "people" within ourselves: all members of our body, mind, and feeling.
This internal justice is manifested when all the "people" within us have achieved an extraordinarily just synergy. Every part of the body and every aspect of consciousness (mind, feeling, intuition) functions according to its respective capacity and capability. No single part—like the ego or desire—colonizes or dominates the others. This is the condition of perfect internal harmony.
With the achievement of Stage 5, the spiritual circle is complete. Internal enlightenment (Ka-Tuhanan) has been fully grounded as justice within the self. This is the final result of the struggle for sovereignty of mind: the manifestation of MANUSA JATI or the Complete Human.
The ultimate quality of Manusa Jati is SINGER (SOVEREIGNTY OF MIND). They are now free, fully sovereign over their mind, and liberated from internal colonization (ego, desire) as well as external colonization (dogma, hegemony, the "Digital Cave").
However, this sovereignty is not selfish. As mandated by Stage 2, this sovereign Manusa Jati still carries full responsibility based on the moral compass of KA-MANUSAAN (compassion) which they have fully understood.
Manusa Jati is now characterized by five main qualities (PANCA WALUYA):
Only after this self-sovereignty is achieved do external applications become possible. Concepts like a just state order (Constitutional Restoration) or an equitable economic order (Triwikrama Cooperative) are not part of this journey. Instead, they are all EXAMPLES OF CREATIONS that will be born naturally from Manusa Jati individuals who have attained sovereignty of mind, adapted to their own understanding and knowledge.
